When you get a new countertop or a kitchen makeover, that does not include plumbing. Plumbing is extra and generally must be done by a licensed plumber.

I had a new countertop put in my house as did my nephew and mother. None of these jobs was the plumbing hooked back up... it's just not the way it works.

If you did not sign a change order for the extra work, don't pay it.
If it is not covered by the original contract (and I can't imagine it wouldn't be, it's part of installing a faucet) and you did not sign a change order, he is responsible. He also can not disconnect the faucet. Once it's installed, he has to leave it.

It is probably not included in his original bid since it is plumbing. You should have the bid in writing and it should include a list of what is and is not included in the price. If its a simple reconnect than him charging you is him nitpicking. But if it means running new supply lines and drains than its justified.

you're getting scammed. any extras should be discussed before the work is performed. nobody in their right mind would expect a kitchen remodel to be complete without an operational sink. you should report him to the better business bureau.

Because he thinks he can. Tell him you don't think it is right and you intend to tell everyone you know about his doing this to you. Depending on size of your community, word of mouth advertising can go a long way.

because you didn't read the exclusions and inclusions of the contract agreement. This would typically be excluded as 'plumbing'

...because he's ripping you off...that's ridiculous...is he trying to say it's separate because it's plumbing, or soething like that? i would never use him again, and i would report this to his licensing agency...
