Everytime I tried to rent when I was about 19, they told me I had to be 21, even at Enterprise. I do know that if you are 21-24 its like $26.99 more per day, on top of extra insurance. So if your total would have been $100, look forward to paying almost double.

Many of the major car rental agencies will rent to people under 21 but only if you pay an additional surcharge (like a certain price per day). I have heard that Enterprise might not or at least it's more reasonable, however.

no. most places you have to be 21-25

i believe universally you have to be 25 to rent a car
