My son just turned two. Some good ideas that I found (that worked great) were, "pull string" pinata, cupcakes w/ sprinkles on the side so that the kids could decorate their own, a blow up jump-o-leen, pizza, music, music, and more music!
My son chose the CARS theme, he had a great time.

For my daughters' 2nd birthday we did a hat themed party. My daughters loved hats. We told everyone to come in their favorite hat, we had a cake shaped as a hat and for an activity we decorated their own hats.
Then for my daughters 3rd birthday we had a Dora/Diego party. Had some chicken nuggets (their favorite food), and some other easy finger foods), and we had a cake shaped like Dora. We just let the kids play, they had fun just doing that. But later in the month (because I procrastinated) we had a party a pump it up (it is a place with big inflatables) it was fun for both the kids and the adults!
Have a party themed in something he loves!

We had our little girls party for my familys side at Chuck E Cheese and then for my husbands side at McDonalds. The McDonalds had one of those inside playplaces. It was great. They can also do the whole birthday party for you if your interested in that. You can also check into a local community center. They offer reasonable rates for renting it out for a party. The best party theme is whatever he is into, cars, trains, planes, etc. I had a friend who filled a big pan, not deep, and let the kids go hand fishing for prizes. Filled it with party favors and candies.

You can do a circus theme. You can decorate like a circus and get themed food- things your would eat at a circus. You can really go all out- a petting zoo, clown, balloon makers, face painters. Really depends on the amount of money you can spend. You can always have family and friends pitch in and do some of those things for you for free.

My 2 year old nephew loves "Diego" from Dora the Explorer. You could give each kid some toy binoculars and play a Hide N Seek/Search & Find game with some items; like a toy spider, lizard, bugs, butterfly, ect...

depends on where you live. we did my daughter's party at the park and it was great! if it is too cold, try to find an indoor playground, believe me thay are awesome! we did cake and icecream first, then let the kids run around and wear themselves out! we didn't have to come up with games or anything, it was sooo easy! and all the other mother's told me it was great b/c when they left, their kids weren't all high on sugar! good luck!
