I think he actually could have. With the tunnels being used
by slaves trying to escape to the North, and West; and the land on the East Coast being below sea level, it might cause a rumble to be felt above ground.
Or it could be a metaphor for the political support
he'd lost in the South, he was indeed on shaky ground.

I think it's a metaphor. But artillery does have a way of making buildings vibrate.
