it would be best to. alternatively if you are going to wallpaper just make up some extra thin paste and cover the walls with this first. new plaster is very absorbent so if the walls aren't treated first chances are you could end up with your paper on the floor

You don't need to but it is advisable, as others state new plaster is very porous and as such would require a lot of paint, but if you are to wallpaper then you could just size the walls first. This is a weaker mix of wallpaper adhesive put on the plaster first to seal it.

NO!!! not unless you want to waste a tenner on uni bond,,if painting just water down your first coat of paint, then apply second coat as normal, and, if papering just mix your paste a little wetter than usual, and i garuntee you wont have any problems!! good luck

The answer is no. If you are going to paper the walls just give them a coat of size. If you are going to paint you may need an extra coat, as the firs coat will soak in a bit.

If you are going to put emulsion on, put a Matt emulsion 1st coat on with 10% water added. Then emulsion with Matt, Soft Sheen or Silk.
If you just want to put white or magnolia on, two coats of Leyland Super Laytex will do the job without watering down.

You can seal in mositeure and cause lots of problems-

if the maint is well adheared to the wall (not pealing or easily scraped off) then yes. use a lot of drywall adhesive and use a lot of supports to apply pressure while the adhesive dries.
