also they have been breeding for 3 weeks but she hasnt laid yet is she at fault.

I'm not an expert at all but I think I read that a white crust means scaly face. (Mites)

I am the head poultryman at one of the largets Poultryfarms in the county, and i must say in my years i have never seen a white crust, thant may be a developing cancar. If she is not laying she may have red mites or blue bugs, or worms, however as in order to prorperly dignose any bird you need specific details such as weight, crop size, breed, and vent size,, i would also suggest that you seek the help of an avian vet. coutrary to what another responder wrote however, over the counter does work, we buy all medicens other that our pesticides to spray coops over the counter and these all work.

This does sound like mites. Go to an AVIAN VET and get proper treatment. Don't try to treat it yourself! 99% of the over the counter medications don't help at all.
