He's pulling out his hair to get a reaction from you. Stop reacting and the behavior will stop on its own.

shave his head, this sounds cruel, but his hair will grow back quickly and he will get out of the habit of pulling his hair to get your attention. If he throws a tantrum, then ignore him. Don't give him a reaction. After some time he will stop, trust me.

I know it sounds crazy but if you are really concerned I would cut it very short (like a cute little buzz cut). My niece twists her hair and they had to do this so she would stop pulling hers out. It may seem harsh but it will grow back! Good luck.....

Invest in a barber's clipper and burr the hair down to the scalp. Also, beating his behind with a paddle works very well. If he throws a tantrum, tell him, "I will give you something to cry about" and give him a sound paddling again. You must instill the fear of God in your child. You must be the boss.

When he does it, do you immediately stop what you are doing and go to him? He is getting the reaction he is looking for. Just ignore it. He'll stop if it hurts bad enough. It's the same principle when they hold their breath.

It's hard, but - ignore it. He's discovered a way to make you react, and he'll use that.
Of course, he'll just continue to try OTHER things to make you insane, but that is what kids do and we manage to love them anyway...

Try to keep him occupied with a new toy. And put hat on him and tell him if he removes it he won't get his favorite treat.
