How do you tell them that you don't love them and it just isn't working out? Especially when you've shared so much together and time has just gotten the better of you.

I would tell them just what you said here. People appreciate honesty and straight to the point is the best route I believe. It's going to hurt either way if the other person isn't ready to let go. So quick and to the point is the best route.

You grab the bull by the horns, and just SAY it with no beating around the bush. Then you flat walk away and let the person begin to pick up the pieces and move on with their life, but don't send mixed signals! Make the break clean.

If you are scared to actually say it, then the next time he or she says "I love you" to you, reply with "And, I really CARE about you." Make sure you stress the word CARE - do this approximately 5 or 6 times (for a dense person, it may take longer), but eventually they will get the picture.

you be honest with them and tell them as best you can without trying to hurt their feelings. You also have to know that they will be hurt to some degree.
Still it is not fair to either of you to stay together if you don't love that person anymore.
