Make your own. Melt one cup of mint chocolate chips in the microwave and coat (by dipping or spooning) Ritz crackers with it. Place on a sheetpan lined with plastic wrap and chill about 20 minutes in the frig. You will be amazed how close they are in taste. Price is a lot better also. Nothing against the girl Scouts, but, the cookie prices seem to be going up every year while the amount of cookies gets smaller. I don't think the GS's get any more profit than they did years ago.

I found myself in this exact same predicament about a month ago. you have to go to their website, fill out a form, and in a couple days they'll e-mail you, then you'll send you an e-mail saying a representative will e-mail you in a couple days to let you know how you can buy the cookies. So, i waited, and in a few days, got the e-mail, and the person was asking if I wanted to place an order. So, you just have to fill out some form on the website, and then some e-mail correspondence, but, wouldn't you know it, yesterday I saw them pawning their wares at the store down the street. damn my impatience.

I don't think you can get them off season. Just buy a whole bunch so they'll last you a while.
You can always call the girl scout council (they have a website) and ask them.

They're not supposed to be resold, but check on eBay. I saw them on there last year. Be prepared to pay $$$ for them though. I saw a box of Samoas going for $15...

I don't think there is a way. Stock pile them now and put them in the freezer. They keep well.
