the person bought the car from someone in Pennsylvania. they brought it to Texas and signed the title, but never transfered it. If i were to buy it how would i get it transfered to me.

It will have to be transferred to the first buyer, then to you. The first buyer will likely have to pay penalties for not registering it on time. Call the tag office to find out for sure, and what the penalties might be.

If it is an older car, you may be able to buy it on a bill of sale, and apply for a Texas title yourself. Check with the tag office to be sure, though.

You will get a notorized bill of sale from the guy in Texas, if the vehicle is less than ten years old you also need an odometer disclosure form signed by the Texan as the seller, you as the buyer. You will take the title from Pennsylvania, your bill of sale from the Texan, the odom is needed, you will go to the inspection area in Texas(most of time it's the State Patrol)and they will inspect it, then if you live in an Emissions required area, you go there.You will also need to get car insurance. After, you complete those items, you contact the DMV, and supply your documents, along with your proper identification. There will be fees for the transfer, emission testing,and the inspection. Contact the DMV in Texas for further info. Good luck.
