The F-35 has newer and more advanced systems than the F-22.
That being said, they will not have the same mission and capabilities so you cannot make a true apples to apples comparison.
It's a bit like when the F-16 was chosen to supplement the F-15.
As to numbers, well there is the F-117 and that came way before the F-22 or the F-35.

Being an Air Force pilot of the F-111 era, I well remember McNamara's folly, the attempt to create a fighter for all services. The F-111 eventually became one of the best fighter/bombers ever to exist in the inventory, but the growing pains associated with trying to make it fit the "all services" standard initially created an aircraft not too good for much of anything. I fear the F-35 may have the same problems. The Air Force, Navy and Marines all have different missions. If there is a single truth about aircraft, it is that they are mission specific. That holds for civilian aircraft, as well.

These crafts are not even in use yet...so how can we possibly say for sure one is better than the other...in any case the #s represent an evolution: for example the jump from 16 to 22 indicates a huge evolution & same should apply for the 35

The advantage to the F-35 when it does come into the US inventory in several years is it is supposed to be one plane for all services. A standard fighter for the Air Force. A Navy version with tail hook, beefed up landing gear, and I think they were working on vectored thrust. And lastly a Marine version with a seperate engine for VTOL (vertical take off and landing) operations. It is supposed to reduce costs. We will see
