Would like to know if there is a way to get Chinese symbols on computer?

I was hoping to find a way to translate some things from English to Chinese but every site that I attempt this at gives me a weird code with lots of question marks. Is there anything that I can download or do to really be able to translate English to Chinese? Any help or information would be greatly appreciated. Thanks:)

But it does not translate.
