Wheels can be any size most common are 16" 20" 24" 26" 27" 650c 700c. Generally any one person can ride a bike with a wheel of any size. (It is best that the frame fits them though)

The frame size varies to fit each different sized person. Usually it is based on leg length. The length of the torso and arm reach also plays a role.

Frame size means how big or small is a frame.

Traditionally, frames are measured from the bottom bracket (where the crankset rotates) to the point where the top tube meets the seat tube.

Mountain bikes are generarily measured in inches, while road bikes in cms.... weird.

On mountain bikes, measuring frames that way is not that acurate anymore, because frames have different geometries, and most of the times the top tube is not that horizontal.

I belive that the length of the effective top tube is more important that the length of the seat tube. There are several thinks to fit a bike to your needs. If you're searching for a biek to cover more ground faster, you'll want a longer top tube, which will make you more stretched on the bikes and have a better peddaling position. If you want to do more stunts and cross harder terrain, you'll probably want a shorter top tube which will let you turn and manouver your bike more easier, as well as other factors.

If you choose an ill fitting bike, it's not good. It's as buying a smaller shoe because it is cheaper, or the only one in stock.

It's the size from the center of the bottom bracket to the top of the seat tube.
