I use Outlook 2003 to check my mail. I just got a new email account with school that uses Outlook Web Access (with the word "Exchange" in the URL). How can I set up my Outlook 2003 to access this mail? Is it an Exchange server? How does that work?

This is enabled in Outlook using the settings for "Outlook over the Internet" You must have Outlook 2003 SP2 for this option to be available.

Only your school can tell you exactly how to set this up for their configuration. Here is the basic way to configure:

Tools | Email Accounts
Choose "View/Change or existing email accounts" and Next
Highlight Microsoft Exchange Server and choose the Change button
Select Use Cached Exchange Mode
Choose the More Settings... button
Go to the Connection tab and select the Exchange over the Internet
Choose the Exchange Proxy Settings... button and configure those properties as follows:
URL to use is: mail.domain.com (the address used for your webmail site)
Check the box to Mutually Authenticate
Principle name for proxy: msstd:mail.domain.com
Basic Proxy Authentication
Restart Outlook
