i have a feeling it makes real fishermen mad when they see others doing it

Lifting for steelhead or salmon:
When using heavy weight and tossing out your baited hook, letting it sink and then begin a series of "lifts" of the rod on the retreive while reeling in the slack line in the hopes of foul hooking a fish - Yes - it makes us real fishermen mad because it is unsportmanlike, not to mention illegal.

Pumping the Fish (lifting):A way of using the butt of the fly rod in a lifting motion to force the fish into submission to the fly fisher's will. Immediately after the lift, the rod is lowered and the slack line quickly recovered and placed back on the reel as you would with a spinning outfit.

The other two posters seem to have the correct answer but I just wanted to add that in some places snagging is legal. Here in New Mexico for instance snagging season is a recognized and legal method for catching kokanee salmon. However it is a "Special Season", open only a very short time. I wouldn't exactly call it finesse fishing but it is a good way for some folks to get fresh meat.
