There are of course many factors; but the one I see the most (that drives me nuts) are the drivers that keep switching lanes back and forth trying to get in the "fastest" moving lane. If everyone would be a little more polite (let people merge, they don't have a choice!!!), stop cutting eachother off, stop following so closely, (I could go on for days), ect ect ect...there would be a lot less congestion on the roads.

PEOPLE!!!! Slow-pokes in the left lane, people stareing at an accident on the shoulder, stupid people who clean the interstate during rush hour, people going BELOW the speed limit on a 3 lane highway in all lanes.... PEOPLE CAUSE CONGESTION... just be sure to learn patience on the road because life does not have a spare... which I am still working on myself!!!!

Roadworks, slow drivers, rush hour, police checks, breakdowns, punctures etc, all contribute to a build up of traffic.

Biggest contributor is bottlenecks in the roadway.
Construction, accidents, other hazards (sunlight in eyes, ect) is up there.
I'll edit this if I can find the list that is around here-it goes into percentages and all.
