I have had this happen a few times to me and the best I can say is to put the glass in the freezer for just a few minutes and then take a razor blade with a handle and after taking it out of freezer start at the unstuck part and slide the blade down as flat to the glass as you can get it go very slowly and push the blade down to the stuck part inch by inch! There is a product called UnDU that you can find in craft stores. It is not supposed to damage photographs, but if it's a very old picture, I'd test it in a small corner first.

try using a razor blade. You can get one in a holder at the hardware store it looks kinda like a windsheild scraper.
