Some people are normally just sensitive to being in the sun. Some burn VERY easily, some don't burn at all, a few might even break out in rashes due to the sun (or the related heat that goes with it). The time of day and year also is very relevant as the sun has different intensities at different times. Check with your doctor and ask what could be causing the discomfort. It may just be heat rash, or even contact dermatitis (allergies).

The best advice in EVERY case is to put sunscreen on EVERY TIME 30 minutes before going outside. A 15 spf is usually sufficient. Reapply the sunscreen if you go swimming or sweat a lot. If one sunscreen doesn't work so well for you or leaves you greasy feeling, try a different brand untill you get one that feels good on your skin and gives you sufficient protection.
