Perhaps the VAT is already included in the 23.63? So the base price was 19.53 and 21% of 19.53 is 4.10 which is added to the 19.53 to get 23.63?

Yes, 21% of 23.63 is 4.96 but 23.63 includes the tax. The iten cost 19.53 right? 21% of that is 4.10 for a total price (including tax) of 23.63.

The £23.63 is the gross price INCLUDING 21% VAT. So the price would be £19.53 + £4.10 VAT making £23.63 total

That is because the 21% is charged on top of the price of the item: The item without tax would have cost 19.53. 21% of 19.53 is 4.10. 4.10 + 19.53 = 23.63.

The actual VAT on 23.63 is 4.13 though it would appear that it's been rounded down.
