just had catylatic converter fixed now it will not start or turn over

The two are not related.

Either you have a dead battery, loose terminal, bad key switch, bad starter, bad solenoid, bad neutral safety switch, blown fuse, loose wire, seized engine, bad ground or other electrical fault.

Uhmmm but vapour lock does NOT stop the engine from turning over, it stops it from starting
