Bumper pads are not a necessity in a crib. Several advocacy groups working to prevent Sudden Infant Death Syndrome have recommended they not be used to help reduce the risk of SIDS. Crib bumpers do not present a choking hazard, but rather a suffocation hazard. This danger is for infants who are unable to physically move themselves away if their face becomes wedged under the bumper. For a one year old, bumpers become wonderful stepping aids to get higher up on the crib rails thus presenting a possible danger of falling out of the crib. There are so many things these days that really get parents worked up, bad advice, scary stories/rumors, and Old Wives' Tales abound. Bumper pads are not bad nor are they a necessity, they are mostly for decoration. If you don't feel they are benefitting your child right now and want to remove them that is fine. The slats and mattress fit of newer cribs greatly reduce the risk of a child getting his head wedged than the cribs we had when my older children were babies. I have 4 children (ages 27, 25, 22, and 9) plus I have been a licensed child care provider in my home for 20 years. I have never had a baby's body parts stuck in a crib nor do I know anyone else who has. But, I have had several children who used bumper pads to climb on and have fallen out of the crib. I'd remove them for that reason only, but if your child isn't a climber, it won't hurt anything to leave them in as long as you want.

I actually took my sons out when he started really moving around his crib and then put them back in because I would go get him up in the morning and find his legs and/or arms wedged in between the slats of his crib. I make sure that they are securely fastened before I lay him down everytime. At one year though you should be able to take them out if you wanted to.

you can take them out now. I just took them out of my eight month old's crib because he uses them to climb and almost fell out of his crib.
