I don't know about Florida, but in Iowa you had to fill out the application from Alcohol Beverage Division and decide which one you wanted and which one you thought the city council would approve. I had a class C for a restaurant with no outdoor seating, full booze line (beer, liquor, wine), and under 14% of my sales were booze. I then had to draw them a map of my restaurant showing how many tables and seats there were. Also I had to provide proof of dram shop and liquor liability insurance. The license itself was $800 for one year, non-transferable. So for a year with the insurances and everything ran about $2600 a year to be able to serve booze.
