There's nothing wrong with giving YOUR OWN SON a gift to show congratualtions on his engagement. You could get a special picture of you two framed and write a letter about how excited you are that he's finally growing up and found his love maybe share a story about the pic or a special moment in your lives. You're his mother you'll know what to do.
It might be nice to get his fiance something too as a "I'm glad you'lll be in the family soon" gift. unless you're not on good terms with her. but sounds like you approve of the marriage.
A joint gift later is a nice idea too. The gifts don't have to be expensive.

Hmmm...I think I would be offended if my future mother-in-law gave my fiance a gift for just him. What's his is mine and what's mine is his. If you are giving him a gift now, and a gift for the two of them later, she's going to feel like you don't approve or don't like her. Even if this is the case, you can't let her think that. Your son loves her, and is sharing his life with her. Be happy for him, if not them.

Is there anything sentimental that means a lot to both you & him? Or possibly a family heirloom for him to use during their wedding or have for their marriage? Is there anything that his father gave you around the time of your wedding/his birth?

I am sure that anything you think of will be appreciated.

Unless you get him a foreign bank account or he has a prenup everything that is his will be 50% hers eventually.
