In the US women can wear whatever they want. If we don't wish to wear "chonies" we don't have to. It's not illegal. It's not considered "lady like" to flash their "kipper", but not illegal either. Pretty much the US let's us wear what we wish! That's why we are the land of the free and the home of the brave!

if you or I were to do it - then yes we would more than likely be arrested for indecent exposure - however when you're rich and famous it woud appear theres nothing you cant get away with!

Nice prize, and yes, it is illegal. It's called public indecency. I think the only reason they get away with it is because people like it/are to scared to say anything because they're super-stars.
