I want to make a poster out of a picture I found on the internet but in order to make a large poster the picture has to be a huge file or the poster will come out blurry and messy. Does anyone know of a program or a way to make a small file picture into a large one?......photoshop maybe?

No, its not possible.
No matter what the second poster said.
99.999% of the time, any image found online is going to be 72dpi., and approx. 1" x 1" (or smaller).
There is absolutely no way even Photoshop can boost the quality enough to make it look good the size of a poster.
There just arent enough pixels to fill in the missing infomation when you enlarge it.

You can blur and sharpen it until your fingers turn blue, it just wont be good enough for a poster sized print.

yes you can use photoshop. i am a graphic art designer and we do all kinds of stuff like this. use photo shop to do pixelboost. go to object and then sharpin. if thats not there then you version of photoshop does not have that built in. usally this will help but if your trying to make it really big it still will come out pixelated but just not has much.

hope this answers your question

You can't - it's not physically possible to upscale an image and make it 'better' if it is pixel based.

The only soution is to redraw it or make an actual original piece of artwork, or of course source better images.
