Off season probably. Like first week in November or in January. I do know the most expensive time is Christmas/New years week.

Depend where you are coming from.
Within US, it is probably:
Jan - mid March (2 week after New Year and before Spring break)
Sept - Nov (2 weeks after Labor Day and before Thanksgiving)
If there is any major holiday or convention holding in Hawaii Convention Center, then, the rate will go up again.
My understand (from working in a travel industry place), Canada residents might pay a higher rate for their airfare during winter period.
And from Japan, the Golden week (usually around end of March to begin of April), the airfare can go sky rocking.
May I suggest that if you are planning to come, check the airline/hotel web-sites for the cheapest fare, they pretty much tie with the rest of the peck & off season trends.
Major US airlines and hotels that serve Hawaii web-sites are listed below.

Some hotels consider Nov-Jan peak time because people who live in cold climates come here then because it's always warm here, and it's whale watching season. Some consider summer months peak time though, depends on the company you travel with.Generally Feb/March is quieter & again around Sept is quiet.Look up www.vrbo.com for a list of privately owned condos/hotel rooms, they come in all prices so you should find something cheaper than regular hotel rooms. As long as you book flights far enough in advance they shouldn't be too expensive.Hawaiianairlines are usually good.

My understanding is that it is always most expensive from Dec 20 or so until end of January or sometime during January. I figure you may find deals on travel websites for most other times of the year, but I always thought the cheapest time was the summer time because less people travel there! Just search sites like travelocity, expedia, and especially Apple!

As a resident of Oahu, I can say definitively that September and October are the least crowded and least expensive times of year.
