There are at least two ways of doing this. With Windows, you really need to reload the operating system, as it cannot partition with Windows on it.
However, you can repartition with Kubuntu, even if it has Windows on it, without disturbing Windows!
To do this get the live kubuntu cd for free at www.kubuntu.org (the live cd and the install cd have been combined with version 6.06), and once Kubuntu starts, (remember the live version runs on your CDrom drive and does not disturb Windows). It will only disturb Windows if you install it and use qparted to repartition. However, if you are installing kubuntu on a machine with Windows on it, if you do not want windows disturbed, you have to MANUALLY edit the partitions (which is not that hard).
Once live kubuntu is running, run qparted, and change the partitions.

If you are installing the fresh PC then when the PC starts click F8 and Reboot the computer. When you are rebooting it. It automatically asks for the partition of the hard disk. You can divide it according to your hard disk memory.
