You're thinking of Toffifay-it is/was a hazelnut covered in caramel and chocolate. they were packed in a kinda foil like package-pretty good, too!

toffee fay it was like a caramel cup with hazlenut filling(nut filling) and had a drop of chocolate on top

"omnisourc" is correct... it is hard to find here in the U.S. but plentiful in Germany. It is very good and our German exchange students always send us some.
