I made a chef's hat for my preschool class, and it was pretty inexpensive. I used poster board cut to a 6 inch height, then measured the length on one of the kiddos...once I had that, I glued the poster board into a cylinder. Then used two layers of white tissue paper for the poofy part of the hat. First I glued down two corners of the paper opposite each other on the brim, then the other two corners...then going around the hat, and gathering in the excess paper, glued that into the brim as well (all gluing is done on the inside of the hat, so as not to be seen.) I used a hot glue gun for this, but be careful, I did burn my fingertips! It came out very cute, and has held up very well all year...we use it once a month for a special "chef" project.
As far as an apron goes...if you are looking for simple, and inexpensive, a hand or kitchen towel folded in half with ribbons sew or hot glued onto the top corners for ties would do it for a half apron...if you want a bib apron, you'd have to do a little more work...but perhaps turning the kitchen towel up and down the long way, putting a ribbon loop from the top two corners to go over the child's head, and two more ribbon ties half way down the long sides...that would probably work.

I did this party when my child was little. It was a hit, and the kids got to take the aprons home as party favors I free hand drew a pattern, using my daughter as a model, then used bias tape to finish the edges and as ties for the apron. I have never made chef's hats, but it is very simple. Use a wide strip of fabric to fit the child's head, use interfacing to stiffen it and sew it into a circle. Use a large round piece for the puffy top of the hat. Gather the round piece onto the strip. make a mock-up before you cut more than one. You may also be able to get paper hats from a place like Krispy Kreme. Have Fun!

Aprons can be made using a kitchen towel and a square hotpad. Just fold the towel in half and sex the hot pad on it so the loop of the pad is at the top slip a piece of string thru the loop to tie around the neck and another piece of string thru where the towel is folded to tie around the waist.
If you just want a waist tied apron, just sew a pocket in the towel and slip the string through.
These are both ideas that have very little cutting or sewing, but if you are comfortable with sewing you can also just draw a pattern from newspaper and use binding tape for trim around the edges so you don't have to hem them and it can be used for the ties also.
The hats can be made from white construction paper.

go to a fabric store and look in the pattern book or maybe a quilt shop the 1 near me has an apron pattern that uses 1 yard or less of material. you can also look up simplicity and McCall's patterns they have them all listed and you can even purchase them online. i am not sure about the chef's hat. you might want to go to Michael's crafts or Joann fabric if there is 1 near you they sell the little aprons and you could just paint them with names of the kids. they are fairly inexpensive there. sounds like a blast

When you do, use elastic for hte hat! They grow at all different rates, the little buggers!
