This is undoubtedly directed primarily at the ministry. In principle, it applies to everyone because everyone has responsibilities, but He's talking here about a faithful and wise steward or servant whose responsibility it is to give the household—church—spiritual food in due season.

Basically, whatever church you belong to they are responsible for giving you Spiritual food. If the answer you are getting back is the WTS and you are a JW then in that case it would be correct.

But in your case it would be the Catholic Church.

The "faithful and wise servant" is the Christian or Messianic Jew who faithfully obeys Jesus' commands until He returns. He will "feed" his fellow believers with the "pure milk of the Word" (1 Peter 2:2), which is encouragement and rebuke, in order to maintain the Body's spiritual health.

Jesus is in the temple courts talking to the people there and is talking about being ready for the Lord's return and the foolish servant being anyone who isn't ready or prepared for his Lord's return.
