I keep getting whitehead type things on my neck, just under my jawline and I don't know whether my attempts to cleanse/exfoliate are just making them worse. I never used to get them. Any advice?

get a new pillow and clean your phones all the time. Use a product with salacylic or glycolic acid in it. Don't touch your jaw line during the day.

Okay I have a huge problem with whiteheads and I would get them all over my arms and face and even sometimes on my legs. The only thing I have found that has worked for me is the tanning bed. I don't know why or how it works, I just know that during the winter when I don't have a tan I get them and during the summer when I use the tanning bed they go away. When I was a child I went to the dermatologist about them and they gave me some kind of white creamy medicine that helped but that was years ago.

That's an odd place to get them! Certainly not part of the "T-zone" on the face, eh?!
Get some rubbing alcohol (it's like 99 cents a bottle) and wipe down all of your telephones, cell phones, work telephone, etc. Stop exfoliating. When you wash your face every night before bed (I like Noxema myself), just wipe the area with a bit of rubbing alcohol on a tissue. Yes, change your pillow case, etc.
