because they do not know how to tell time. So therefore how can you know how long a minute is if you dont know how to read the clock

It's the same reason why 2 minutes waiting for the kettle to boil, or 30 seconds waiting for the traffic lights to turn almost always feel like an eternity, while 2 minutes of a good song or 90 minutes of a good film never feel long enough.
Everyone perceives time differently, and it more or less depends on their state of mind and their focus at the time. If you're enjoying or appreciating what's happening while the time goes by, time seems to pass quicker. On the other hand, if you're desperate for time to pass and the thing that you're going through isn't stimulating, time seems to stand still.
Children's minds tend to want to receive stimulus - they need things that give their minds something to focus on, something to think about, and something to visualise. Waiting for dinner, or waiting in the car to get to a destination without a suitable stimulating distraction will always feel like an eternity for them.
As they say, time flies when you're having fun. The opposite is also true.

Think about it this way too... When you're 4 a year is a quarter of your life. When your 25 it's only 1/25th. That's why years feel sooooo long when you're younger and waiting for that next birthday.
Also, adults will say "wait a second" or "wait a minute" when they don't really mean that exact length of time. So kids get an idea that time is flexible.

I understand it a little more now that I'm older, but I don't know why it is. For example, when we were younger and drove 3 1/2 hrs. to visit relatives, it seemed like an all-day thing. It seemed like such a long trip. And now, as an adult, 3 1/2 hrs. isn't that bad. As an adult you realize that a 3 1/2 hr. trip doesn't take that much time out of the day, and it's reasonable and totally do-able. Maybe it's cuz as adults we know time is precious, and we have so many things to do in so little time. So it goes by quicker for us. Whereas kids just kinda go with the flow, so their days don't fly by so quick to them.

it can feel the same way for adults! Ever really wanted something or been in a hurry and 10 minutes feels like 40 minutes? Ie- it's 4:50pm and you get out of work at 5pm... and those last 10 minutes seem to take hours? its the same thing.
To help kids- try explaining time in ways they can understand. Like instead of "this weekend we're going to chuck-e-cheese" say, "You have to go to school 3 more days and go to sleep 2 more nights and then we go to chuck-e-cheese"... or instead of "hey bedtime is in 30 minutes" try, "bedtime is in 30 minutes- that's about as long as it takes for you to watch an episode of sponge bob" or show them on a clock-- "when this hand gets to here.. it's bed time"

because of course the are still babies. they don't really understand the concept of time. even for adults its hard when we are waiting for something.
