It depends on a lot of things. If you are sneezing and coughing and will be with a lot of people where you might spread it then yes stay home. If you are taking medicine and it controls the symptoms so you won't be spreading it and can wash your hands after you sneeze or cough you should be fine. If you work and have your own cubicle and don't have a lot of contact with others then it is fine to go to work. It all depends on how many people you would spread the cold to as to whether you should stay home or not.

If you are contagious, or might be and don't know for sure, STAY HOME! It's thoughtless and rude to put other people in danger of catching what you have.
If you aren't contagious, and feel up to it, go to work. But if you aren't feeling up to it, stay home so you don't make yourself feel worse because then you'll just be sick longer.
