who really likes or maybe loves you but is afraid to be rejected (or is too shy and uncertain) and when you're trying to chat with him/her he/she just goes away from place where you're staying? And whatever you do he/she don't use this chance to get acquainted with you?

Well, hard situation, however I believe no one deserve such relation - it's too ridiculous as I think.
Just go for walk, forget bout his existence and when you won't expect your "prince" he'll come to you himself :)

I assume it's cool to fall in love but love has to be mutual or it will be only torture for both
I think if it's problem then you have to forget about this lad
