just tell her straight.
there's no use in brooding over it you know. if you dont tell her that you love her, you'll never know what will happen. who knows, maybe she loves you as well?
but if she doesnt, then there's nothing else you can do but to move on.
but having rejected beats brooding over the matter daily and doing nothing other than to think of what would happen should i tell her, right?

Whether a person is narrow minded or open minded does not necessarily have to do with telling them you like them and why, oh and of course how long you have known. If she accepts your offer then congrats hope that it works out, if she refuses then you know that you tried and that it was not meant to be. You won't know either way until you get the courage to tell her.

are you dating her? If not you should start by wooing her-I know that is old fashioned but it works. Send her flowers, take her out, or if money is an issue invite her over to play scrabble or something. Go slow with her, let her get used to the idea of being with you and having fun together (not the sexual kind, cause that doesn't make a love forever relationship last). Then after she gets used to you then tell her, if you tell her too soon it may overwhelm her.

Tell her. Time passes quickly, if you put it off; you will not ask her. Just do it, it won't be the end of the world one way or another, and at least you can say that you tried when looking back on it.
