A vehicle with out-of-state plates has been parking down the street for nearly 2 years now and I noticed that the registration tags have been updated. Person is obviously evading my state's registration process, smog check laws and (probably) insurance requirements. The rules in my state say that a vehicle brought in from another state must be re-registered in 20 days. Who does one report something like this to? The police? DMV of both states?

I would be careful doing this. You're treading on a slippery slope by reporting it. Keep in mind that there are perfectly legal work-arounds in some situations. For example - The car is registered to a college student's father, which is a permanent resident of another state, so the registration would have to be renewed by that person in that state. It's not necessarily illegal for this to occur. It's in a grey area, yes, but if this is the case, nothing is likely to be done about it. But you will want to call up the DMV and just explain to them what you're seeing, and they will provide you with applicable information.

I don't know the specific circumstances behind this vehicle, but I would proceed with caution. If you do report, make sure you do not give them any personally identifying information as this person lives near you and retaliatory action is always a risk.

I'd start with the Highway Patrol. At least in some states, the Highway Patrol and DMV are under the same umbrella of services. If not for your state they could point you in the right direction, but they are the state services after all, whereas the local is just your town and may not follow through.

As far as the answer to "mind your own business", it IS your business, and mine, and everyone one else that follows the law, so ignore that idiot.

Report it to the local police or the county sheriff or the state police - but, be sure that the car hasn't been driven out of state regularly ever 20 days. That could be a loop-hole, but the driver would need to furnish irrefutable proof that it was done in the correct time periods.
