he may be playing games. or maybe he's developing some feelings for you even though he has a gf. if he keeps flirting with you, don't respond. it's not fair if he gets to flirt with another girl while having a gf. if he likes you, he'll eventually break up with his gf to be with you. for now, just be friends.

he propbably wants you....but is also worried about hurting his g/f's feelings..... and doesnt like the idea of cheating.....
I am just like this....
I do like to flirt.... but then get pulled back to reality when the girl wants more than a bit of flirting.....
just tell him that if he ever broke up with his g/f you would like to meet up with him for a date....
