what the different between the video upscaling (i.e the option in HTS3455/98 philips) and the upconversion video (i.e the option in panasonic sc-ht895).

UPSCALING actually improves the picture quality.

UPCONVERSION just turns the video signal from one type of cable to another WITHOUT improving picture quality.

Seems the two TVs are using different terminology but the same process. The are both the same.

Upscaling DVD (Digital Versatile Disc) Players, are a reasonably cheap way of upscaling standard DVD-Video discs using a video scaler to match the pixel count of the signal to the physical pixel count on a high-definition television or computer monitor, resulting in better detail and color consistency. Standalone DVD players which feature upscaling use either a standard component video or VGA analog cable, or a DVI-D or HDMI digital cable to connect to the high-definition television. Standalone DVD players with component video or VGA output connectors use a digital-to-analog integrated circuit microchip which does the upscaling, while DVD players with DVI-D or HDMI output connectors use a digital-to-digital integrated circuit microchip which does the upscaling. Computer software DVD-Video players like PowerDVD and WinDVD also features upscaling of DVD-Video.

Upscaling refers specifically to conversion from a lower resolution to a higher resolution format. The term "scaling" refers to conversion from one resolution (pixel count) to another, and this can go both ways: higher pixel count to lower, and vice versa. When going to a higher pixel count, this is UPscaling, and the reverse is DOWNscaling (also called "down-rezzing"). Upscaling cannot add any resolution to the image that wasn't there in the first place but there can be an apparent improvement in image appearance if certain video processing tricks are used. Scaling is done in all fixed-pixel displays so that whatever comes in is scaled to the screen resolution (native resolution). For example, if you have a 1280x720 display on your TV, and it accepts 1920x1080 (1080i) format, the 1920x1080 will be scaled to 1280x720

Conversion refers to any transfer of image format, for example, conversion from MPEG2 to MPEG4, or conversion from digital to analog form. It can also mean resolution conversion, in which case it means the same as scaling.
