Actually some native Americans speak English so poorly that you should take English lessons by someone who is certified.

The best way to learn another language is moving to a country that speaks it,yeah I know it's expensive but you will learn so fast,it's because everything you hear is in that language,if you watch a movie, use the subtitles in the same language so you will know how it's spelled and pronounced.Trust me,it's better than taking classes,I'm not saying it's not good,it can help a little,but...not that much.Ahh! you have to practice too.Take Care!

Listen to English news broadcasts and read English magazines.
Your question is worded wrong; it would be better to say "How can I learn to speak good English?" Capitalize "English."

Reading & conversing with a group of folks who speak correct english. Tell them to correct u when u r wrong & don't get worked up or become concious & clam up since its all for your good. A couple of months this way & they'll start calling you - Shakespeare!

You can take lanugage lessons from people who are professionally trained. But a simpler way is to get out there and talk to people and everyday practice making sounds that the english lanuage uses.

Take lessons, read and write more English. Practice the language with someone who's proficient in the subject. :)
