Don't avoid them - explain you like them as a friend and value their friendship but don't see the relationship as anything more than that. If she cannot understand that and comes back for more she's daft and you'll need to be firmer. Be honest and try not to hurt her feelings, say you are flattered but don't think of her that way.

This may be a little tough for you, but just tell her you aren't interested. The more you put it off the more she will call thinking there maybe a chance there. This is not one of those things that just go away if you ignore it. Find your back bone and speak up tell her when you want to date her you will ask her and untill then for her to leave you alone about it.

Just tell her straight out I like being friends with you but I don't see us dating. That will let her know exactly how you feel and will stop her from calling or thinking that you like her.
