It has the same meaning in Spanish and Italian.

Literally it translates to "Treasure of mine" not "my treasure" because of where "mio" has been placed.

If it were "my treasure" then it would be "mi tesoro" (Spanish) or "il mio tesoro" (Italian).

You would more commonly say "tesoro mio" when talking to your special someone but when talking about them to someone else you would use "mi tesoro" (Spanish) or "il mio tesoro" (Italian).

The Spanish "mi tesoro" can also be "el mio tesoro" but the use of the latter will depend on what you wish communicate.

They don't. What they do do is call South and Central Americans Latin, when that doesn't make sense because Latins are the Portuguese, Spanish, Italians, French and Romanians (countries of Latin based languages). If South/Central Americans are Latins, then Indians are Germanic... And hispanic is not a race, by the way. Plus, the meaning they give to that term it's not its actual meaning. That is: American meaning of hispanic = someone native from a country where the official language is Spanish. Actual meaning of hispanic = Roman Iberian Peninsula (Portugal and Spain). It could mean "My treasure" literally in Spanish and Italian.

But when said between two persons sharing affections, the meaning changes to an endearment either as "my darling or my dear".

Spanish and Italian for "my treasure" (or colloquially, "my precious"). Germans call each other "Schatz", which is the exact same thing.

The English equivalent is to call someone "darling".
