1. The removal of the classics from the school syllabus.
2. The all pervasive American TV culture.
3. The huge mix of people in schools on account of mass immigration. It's all very well to boast that a school has pupils representing forty or fifty different mother tongues, but in practice this means a lowering of standards of the language skills of the pupils. Some of them end up not being able to speak any language properly.
4. The introduction of many Eastern European teachers into other EU countries. To be fair, they are competent in the languages through which they teach, but they do not know them to mother tongue standard.
5. Lower expectations of pupils as far as literacy is concerned in order to maintain exam results.

Clearly the mastery of English is no longer a requirement to graduate from either high school or college in the USA. I think one factor is the way that members of the media mutilate the language on television and radio. Particularly in the area of sports, kids hear things like, "He should've went ..." constantly.
I've always felt that people should speak at least one language.

It sucks. For one, goodness, they go to school. they LEARN. they SHOULD HAVE NOT GRADUATED if they don't even know their language. people get more and more stupid by the second. don't THEY understand that their stupidity only reflects how much of a FOOL they are made of? language?! that's way too easy! and people suck at it. meaning, they're total idiots. for goodness sake, if they don't know proper language, GO BACK TO PRESCHOOL. they should be ashamed of themselves. i'm not bragging or anything. it's my honest observation, and it's the TRUTH.

It's a combination of laziness and self-centeredness. People just take the shortest route instead of thinking about what they will say or write. Also, they expect others to know what it is they are trying to say.
