No they are not. Expenses for funeral home services and merchandise plus cemetery expenses are responsibilities of the next of kin.
Any life insurance money paid to the next of kin or heirs are also not taxable.
It makes a lot of sense to Pre-Arrange both cemetery and funeral home expenses. This can be done by various plans offered including monthly payments.
