He's 3? Of course he's not able to concentrate HE'S 3!
My sons 4 and he still can't concentrate as much as I would like him too. He also has a language problem. He only knows some of his home language and plenty of English but that's all on the parents. Its your job to speak to him all the time in the language you want him to learn.
The trick is when you want him to concentrate, sit him down and make learning fun for him. Make it a game, play on the computer offer a prize if he does well but make it fun for him.
I started on Phonics Leap Frog for kids to learn the letters and he loved it. Watched it every night. Then we would go over it the next day.
Teaching and learning is not an easy task. Every child is different and learn different. I was very lucky with mine. He wants so much to be a big boy, so all I have to say about anything is "do you want to be a big boy? then he will do whatever it takes. You could try that, maybe he wants to be a big boy too.

Good luck, be patient, and make it FUN!
Teach to his needs and it will be so much easier.
