I want to increase volume of a mp3 audio file but whenever I increase it too much it become noisy.How can I quickly find the best level of volume for my mp3 audio file that make it louder clearer but without noise?

Rerecord it. And this time, use an uncompressed file format, until you're completely done with the project.

The noise is always there, it's just quiet. When you record, you want to get as close to the subject as possible, with a quality microphone and all that.

You can dolby it and a few things like that, but you'll loose some of the range of the sound and it will go flat.

mp3 is a compressed format, and when you play with it you loose quality. You shouldn't convert to mp3 until you're satisfied with the sound. play with the sound in something uncompressed, one of those big file size formats.
