US General Douglas Mcarthur spoke those words as he was evacuated from the Philippines during WW2. At that time the Philippines were recently independent from the United States and American troops were sent (loaned) to train and ready the Philippene military for the anticipated Japaneese invasion. When it became obvious the Japaneese were going to win, a small US ship was sent to get him out, which was when he spoke those words to spur on resistance. He did return with the force that eventually won control of the islands back from japan.
