Why would you want to do that? These people make a choice and shouldn't they have the freedom to do something, even if it's harmful to themselves? A bacon double cheeseburger can be harmful and credit cards can be misused and put people into debt, but we still have those (and as long as healthnazis and controlmongers don't have their way, we still will)... In America, people know the risks and they pay the (rather hefty) price for a pack of cigarettes (even in New York when it's upwards of $7 per pack).
Why is it that people must be against all forms of tobacco and promote tobacco abstinance? Snuss (Sweedish moist snuff) is MUCH healthier than cigarettes, chewing tobacco, etc. but no one promotes that in lieu of cigarettes... it's quit or else, but most people cannot manage to quit outright. I've enjoyed the ban on smoking in public restaurants while living in Lousiana (though the casinos still have smoking), but I think that people should have the freedom to make their own decisions.
As long as tobacco is "sinful" or "wrong" kids are going to use it to rebel. You didn't see a bunch of pipe smokers in the '50s needing to take a smoking break because they didn't really inhale and get a lot of niccotine... it was culturally accepted and you didn't see teens trying to be "cool" back then by smoking a pipe. In other countries where it's standard for children to drink a glass of wine with dinner, you don't see the teenage drinking binges like you see in the United States. Something to ponder.
The French smoke much more than Americans, but few seem to mention it...

Why do you care? Why can't you let other people live their own lives and worry about somthing in your life. If you use tobacco you can reduce the use of tobacco in the world by stopping. Otherwise let people kill themselves with tobacco if they want to.

Put a higher tax on them.. and use the money generated to fund things like, higher pay for teachers,policemen, and firemen.
Even if you made it illegal people would still smoke. Even if the price was 25$/pack, smokers would still mortgage the house to smoke.
As for snuff.. Yuck x 2!!! then people would be spitting all over the place.. you would definitely not want to put your purse down any where, and you couldn't wear your shoes in the house.
Be careful in a bar..you might get the wrong beer bottle.. ewwww!

Delegate tobacco to the black market and offer drug testing. Pretty soon, the income from policing the substance would surpass retail sales.
