If it was an accident then that is not child abuse but if it was intentional then it is. Maybe her partner is trying to pay her back for something, who knows, ask the 9 year old the story.

People are like that.
Why is he her former partner? Something must have been wrong before. I bet this wasn't the first argument.
Some people will falsely accuse you of being racist, abusive, anti-Semitic, communist, mentally ill, what ever they feel like when they don't have a rational state of mind themselves. When we were kids, it was stupid-head and butt fungus. It's called insults.
Your friend shouldn't worry about it too much. Just note down exactly what happened, what was done to remedy the situation, and anything done to minimize the chance of it happening again.
Businesses keep accident journals (in case of future lawsuits), and it might be helpful in the home as well, especially with an ex like that.

If a discern inflicted burns and scalds it somewhat is often newborn abuse. besides the undeniable fact that babies get burned cooking, touching stoves, playing close to candles. If the burn is on a not likely component of the physique like the leg or face it could be regarded into. or in simple terms ask the newborn what surpassed off to them.
