When kids do not pass the eye exam, does it necessarily mean they are near-sighted?

My daughter of 8 years old could not see even pretty big letters at a distance. Seems she gets pretty sever short sightness. I think I heard that sometimes kids' eyesight are just like that, meaning they don't see all the letters in the eye exam, but they are not short sighted.

I guess the point of your question is this...
During an eye exam, the eyes are tested for near-sightedness and far-sightedness.
If you can clearly see objects or test charts at distances both close up and far away then you probably have excellent eyesight, not requiring any corrective lenses.
If you only see one or the other blurred, but not both (close objects are blurred or far away objects are blurred), then the Optometrist would prescribe the correction lenses (glasses) you will need to correct the astigmatism.

They may not be short sighted. You should observe her behavior, if she behaves in a way a near sighted person would, it would probably mean she is.
