Nope, and i f there were, it would be very sickly, and require a lot of monitoring for hypoglycemia. Dogs shouldn't be under 4 pounds.
Your mom's desires are unrealistic.

outside of the Chihuahua, there is no smaller breed. There is no such breed called a "TOY" Miniature Pinscher....It is just a Miniature Pinscher and even then if it is normal and healthy will be in the area of 10 to 12 1/2 inches in height and 10 to 12 lbs. So this would definitely be larger than what you are looking for.

I have one of the smallest dogs I've ever seen. I have a tiny yorkie, that is 9 months old and only weights 1.5 pounds. Her Mom is 5 pounds and her Dad is 4.5 pounds. All her Dad's pups have been tiny. She hasn't had any health problems. The only time she has had to go to the vet is regular check ups and to get her shots. I am so tired of people on here saying that these tiny dogs are sickly and unhealthy. She is very healthy! My Friend has a yorkie that is 3 years old and weights 2.5 pounds. She also has never been sickly and has never had to go to the vet for anything but regular check ups and her shots.
I got my little Lexi from very reputable breeder that I found on the internet. Look at http://www.puppyfind.com. You have to pay a membership fee of like $5.99 to see some of the ads but it's well worth it. Make sure you check out the person your getting it from as to not get it from a back yard breeder or some puppy mill. Then you could get a sickly dog that has been inbred.
You can take a look at my Lexi, her sister and her dad if you'd like at this website...

I feel better. Thanks for letting me vent! {Not that you had a choose...LOL}
Good luck, God bless and tell mom happy birthday!

Chichuahuas can weigh up to nine pounds, but must be less than six pounds in order to compete in American Kennel Club shows. The dogs are usually between six and eight inches tall. They can have either smooth, glossy coats or long, shaggy coats, and both varieties of coat come in many solid and patterned colors

A DVD case???
Why doesn't she just get a picture of a dog... that will be small enough for her.
Even a so-called teacup is bigger than that...
Or hey, she could get a mouse.

The smallest kind of dogs are tea cup dogs in a small breed of course. But believe me you dont want one. You will spend most of your time at the vet. Most tea cup dogs are the runts of the litter Thats how they got the name "tea cup" the name is a scam Its to make the dog sound cute and so you will go out and purchase one. They have a lot of health problems and are costly. My word of adive dont get one, you will fall in love with it and then will be trapped to paying the costly bills.

There are a few breeds that stay small like that. Toy breeds are the place to start. Toy miniature poodles, toy miniature fox terriers, and toy miniature pinscers are some that would fall in that category. Keep in mind though, that these small guys require very special care and attention. They are very responsive to temperatures (need sweaters in the winter, and care in the summer to stay cool.) They are harder to maintain when sick, they get dehydrated easily, and can also have a tendency to be hypoglycemic if not fed properly. So, while these "purse dogs" are very cute - there are some things to keep in mind when getting one.
